 2024 new Petition 
with a copy of your "Official Property Value Change Notice"
to the Thurston County Board of Equalization
All documents, including any other supporting evidence, must be in PDF read-only format.

Petition must be legible and clear and the format cannot be altered.
Photos of Petitions are not accepted, although photo PDF's of the Value Notice are accepted.
COMBINE your documents into 1 PDF document in the order below. Only 2 attachments are allowed:
    - Petition (Petition form found on BOE website; Do not include the copy of instructions attached to Petition). 
    - Value Notice (only need the top/front of Notice with name, parcel information, values, deadline date)
    - Additional evidence in the order you want the Board to review it (such as: sales comparables, appraisals, market studies, photos, narrative information, quotes/estimates for costs to cure, etc.). Write titles/headings or notes on the documents as the Board members will not see the names of your electronic documents.

- *This is the Notice you received from the Assessor's Office with a deadline date printed in red. You MUST include a copy of the Value Notice for each parcel you are appealing (only top/front portion with name, address, parcel number and values is needed). If you cannot locate your Value Notice, contact the Assessor's Office for a copy (phone 360-867-2200 or email valueinquiry@co.thurston.wa.us). For 2024, the Assessor's Office has Value Notices available through their parcel search system online. Look up your property by Parcel Number and find the “Value Notice” tab.

Do not use this transmittal form if you are unable to upload your Petition in PDF format, and do not submit documents by any other electronic means. Instead, choose one of the alternate filing options provided at the bottom of this form.
ATTENTION: Before uploading your PDFs, make sure your Petition is filled in completely with all the required sections properly completed, including a hand-written signature (not typed in a script font). Ensure your Petition is legible and clear (not blurry, too dark or too light) and does not have the format altered in any way. Do NOT forget to include a copy of your Value Notice. 
 
Complete appeals will be given processing priority.
Incomplete appeals cannot be considered by the Board per RCW 84.40.038, and may be dismissed.
 
NOTE: Merely submitting your Value Notice and/or a letter or statement that you wish to appeal does not constitute a valid appeal. If you do not submit a properly completed PETITION with your Value Notice, you do NOT have a valid appeal.
